In November and December 2023, countries gathered at COP28 in the UAE for the latest edition of the world’s most important annual international gathering to tackle climate change. The 28th meeting of Parties to the United Nations Framework Convention on Climate Change(UNFCCC) surprised campaigners with an agreement which called for the first time for them to transition away from the production and consumption of fossil fuels.
However, it failed to live up to hopes that there would be an agreement on language on the “phase out” of fossil fuels.
This Dods Political Intelligence report outlines the key outcomes from COP28, including an analysis of the agreed texts, a summary of the major “fringe” announcements, stakeholder reactions from politicians and civil society, and an analysis of the implications for UK policy across key sectors.
